Former Des Plaines Police Chief James Prandini

The news has recently been dominated by the name James Prandini, the former police chief of Des Plaines, Illinois, who has a 103k a year pension. He has been sucked into a suit that plumbs the nepotism and insider dealing that came to characterize the police department of that fine town during his time as chief. At the center of the suit is Richard Rozuszka, who was allegedly forced out of his job for repeatedly pointing out the tremendous shortcomings of the Prandini administration.

The list of allegations leveled against Prandini is quite long. Here are a few of the tastier bits:

- Refraining from disciplining a physically abusive police officer on several occasions
- Instructing and threatened Plaintiff to ‘drop’ investigations related to physical abuse of suspects
- Refraining from investigating if whether a police officer committed perjury more than once
- Attempting to conceal the misconduct of a police officer
- Attempting to cover up or hide ongoing criminal activity
- Failing to investigate drug-related misconduct
- Falsely charging Plaintiff with intent to commit battery (something similar happened to me in Des Plaines, which you will read about later)
- Attempting to coerce Plaintiff from reporting misconduct outside of the department
- Coercing Plaintiff to take an early retirement
- Retaliatory Discharge
- Violating mandates of public policy
- Violating The Illinois Whistleblowers Act

    Dear Readers:

    This morning I received a comment that suggests that I am the current target of various allegedly corrupt police officials aliened with enemies of mine who are ready
    to seek revenge on me for exploiting a number of wrongdoers on ANP and that if I
    know what is good for me, I had better leave the State of Illinois immediately.

    In addition, said commenter calls the credibility of my latest article into question because the twit is unable to comprehend that Rudy Fratto does not play by the rules, especially Outfit rules.

    Lastly, I wish the commenter would stop using new email addresses to bypass my spam guard and continue to harass me (you know who you are, for the umpteenth time, please stop communicating with me).

        Dear Ave…,
        Who knows the precise reason why the message threads thinned? I could attest to the fact that ANP’s numbers have remained consistent and this is most important. The Don hijacked nothing but some of the conversations. Perhaps his doctrinaire manner offended some to the point where comments from the offended slowed down, but, again, the numbers of readers/visitors remain consistently high.
        Think about it, there is no way anyone who ever made it a common practice to visit ANP could ever actually cease in returning. The Don won’t leave even after I nailed the door shut – he climbs in the window. I pray that he (perhaps his name is Danny) gets help.

    The thing about the Don is he drove away many of the old characters from
    the KTF Media Group threads. Sure, they were weird and maybe even a
    little silly, but they brought personality, discussion, and good natured
    humor to the site. The Don’s doctrinaire manner scared off other
    readers who just had simple questions or wanted to cheer you on. Who
    cares if they didn’t know anything about the Outfit other than what was
    published in books? They were submitting questions, thereby helping your
    site build credibility.

    The Don slowly hijacked this site, and anyone he didn’t consider to
    be “on the know” or “in the know” was an outsider. The only one that
    could win with him was Black Angelo who chewed people out when they
    would ask questions he thought were dumb. Black Angelo also had an
    annoying tendency to take minor details you would share in the threads
    and present them at a later time as if they were his own.

    I hope the other readers slowly make their way back to the threads.
    ANP is, after all, in a New Era, minus the Don and Black Angelo (and
    SQE, thank God).

    I’d like to take a moment here to personally
    appeal to one reader, Teets, in particular. He brought a lot of
    discussion and (probably unintentional) humor to the site and really
    embodied the spirit of what these threads used to be like. I hope he
    isn’t gone for good.

    Joe, in my opionion your new direction and focus is spot on. I enjoyed the outfit history stuff, but the semi legit people that corrupt themselves for these criminals deserve the spotlight on them. I for one am glad that your doing just that. I check the site often and have to admit that the back and forth was entertaining, but loosing a guy who interjected himself so forcefully into every discusion is not missed at all. If Teets is out there, come back with a post. Thanks!

    I received word a short while ago (some of you may already know) that Jimmy Cerone of
    Elmwood Park, Illinois, died the other day from a medical related injury. I had
    nothing against him or his immediate family. His mother Nina was a nice lady.
    It is important to know that even though Jimmy was Jack Esquires cousin, Jimmy
    and his immediate family, especially his late brother Tommy, were nothing like
    their twisted cousin or his hooligan father. Jimmy, rest in peace my friend.

    This just in:

    Based on a recent electronic message via ANP, it appears that sources purportedly
    close to Prandini could very well be responsible for what I would call the intimidating
    message directed at me as a purported attempt to coerce me into removing the
    now published document (which is also a public record) that serves as evidence
    in support of my story, that Prandini personally catered to the Chicago Outfits
    prince emeritus, Jack Cerone Esquire.

    Dear Readers:

    The same person who continues to harass me by making unwanted electronic contact with me has struck again.

    This time in his (or her) frivolous attempt to detract me, he cites that purportedly
    Agent Holt recently spoke to him or sources close to him, supposedly revealing
    that she quickly formed doubts about her notification to me soon after she
    issued the information to my lawyer and that she feels that my life was most
    likely never in any danger. If true, I wish she would not have waited until
    2012 to clear things up. If she is claiming that she issued a false
    notification to me in 2004, she should resign her position as her notification caused
    great problems in the lives of many.

    However, in reality, Agent Holt, if you read this, please know that I do not take anonymous internet information seriously, especially when it is designed to idicate
    that an FBI agent has been discussing official business as if it were gossip with
    people outside of the bureau.

    Special Agent Chris Mackey, when you contacted my lawyer over 2-years after Agent Holt did (in mid 2006), to reaffirm everything that Holt stated earlier and confirm
    that the threat on my life was still active, were you lying? Did Holt attempt
    try to stop you? Don’t answer my questions. I am merely making a point in
    raising them. The answers are not necessary. I believed Holt and I believe you,
    regardless of the information leaked to me recently by an anonymous internet
    detractor, who behaves in a psychotic manner, who is blatantly and inappropriately
    obsessed with me.

    Prediction:I predict that my cyber stalking psychotic detractor will now have an imaginary conversation with Agent Mackey, who will retract his notification of 2006. LOL

    It shows how academically challenged my detractor is that he would think that it
    mattered if the FBI agents truly withdrew their notifications all these years
    later. The damage is already done.

    Detractor, please get psychiatric help so that you could control yourself some day by
    accepting my wishes to cease in contacting me. Mental illness is nothing to be ashamed of. In of my very first articles ever published, I came clean about having
    suffered from depression related issues many years ago (I find it amazing that
    ever since I stopped seeing Giacchino as a patient, I have been fine). Again,
    please get some help.

      Sounds just like the Don. Even in the face of common sense or evidence), you could always count on him bullshitting his way out of accepting facts. Someone would make a strong case for something in the threads, and he’d cite his uncle or an unidentified high level law enforcement official (who he was supposedly friends with) and act like he had some inside scoop that led him to know the REAL story. Bullshit. The Don has fixed false beliefs about almost everything that is discussed on ANP, and you can’t have a discussion with someone like that. To tell you the truth, I would’ve banned him back when he described his glory days with his Loyola frat brothers, who all adopted the name of a Chicago mafia member as their nickname within the fraternity. (The Don was Sam Giancana Sounds like a super nerdy, first class circle jerk to me. I imagine even Black Angelo rolled his eyes at that one. His uncle sounds like a real tag-a-long too. Definitely not a serious Outfit guy. Maybe you should do a public service announcement about the Don to warn other bloggers that there’s this weirdo out there who will spend numerous hours per day drumming up strife in their comment threads.

  • Skeptical of Lombardi Fan Club

    Mr. Fosco, I am not asking you to do any research (I couldn’t afford it, lol), but I have a question that I am hoping you could answer to the best of your ability with what you know off the top of your head. It’s regarding an obscure individual that was increasingly being mentioned in discussions a while back, almost as if some of your readers had a personal stake in this individual’s reputation and legacy. I’m talking about a guy named Joseph Lombardi. Is or was he a real mafioso, or was he simply a wanna be? Some of your readers would have the world believe Mr. Lombardi is the next Sam “Mooney” Giancana. I can’t recall now, but someone else came right out and stated that regardless of Lombardi’s relationships with a small number of guys who made the news, he himself was widely considered something of a big mouth and a gossip whose true role in such affairs was nonexistent. No offense to Mr. Lombardi himself. It’s just that I’m skeptical of the portrait of him painted by a few of your more eager commenters that when on for some time. Thank you.       If anyone would ever go back through the thousands of messages, where hundreds are authored on Lombardi, no one would be able to find one single message from me that would say Joe Lombardi is a made member of the Outfit, because he is not. He was kicked to the curb by Joe B’s former houseman, who did have a psychotic side and was genuinely a made member of the Outfit, Willie Messino. I regret not clarifying this sooner, but, it is not my intention to start fights with my commenters. I merely respond to their actions appropriately. I do remember however stating that Lombardi was a big-mouth friend of Dr. Giacchino. Willie never talked about him because he was not worth talking about at all. I hope I have given you some kind of answer to your questions. Thank you and God bless you as well.

        Yes, you answered my question unequivocally. Thank you. It seems that with the Chicago Outfit, there are the actual initiated made members, and then there are the grovelling apple-polishers who talk the talk, trying to appear to be the real deal, but are definitely not true gangsters in reality. Yes, it is now crystal clear to me that Joseph Lombardi is not a real mobster. Thank goodness! I’ll sleep better knowing there’s one less gangster on the street. If I encounter Lombardi, I won’t be scared because I now understand that there’s nothing to fear because, as you said, Willie Messino had the authority to tell him to piss of and never come back. As a common civilian, Lombardi had no recourse and had no one to appeal to. He was ostracized forever.

        One last question. Why do you suppose Lombardi was so popular among some of your readers? It seems like such a futile exercise to spend dozens of hours per week crafting such an unbelievable mythology around an obscure, totally irrelevant figure such as Lombardi. It was almost like these readers were acting as his PR firm. If they weren’t paid, all I can say is that I can’t imagine a stupider, more thankless task.

          Perhaps some of the readers felt the way I did, not wanting to do or say anything that would come off offensive to The Don, who for a long time was not a detractor of ANP. Let me clarify, there is a difference between someone who detracts and someone who disagrees. I could accept someone who disagrees. When The Don began detracting, I no longer considered his sensitivities as closely as I previously did. Unlike The Don, who changed his story, going from declaring that Armando Fosco was a made member of the Outfit, to changing his information to the contrary, after explaining that he made a mistake, I have remained consistent in declaring that Lombardi is not a made member of the Outfit. The fact that The Don would even engage in such a switch tactic shows exactly how immature he is. It reminded me of arguments I had in Kindergarten about my dad being tougher than my friends dad.

      All I can do is surmise and/or speculate and The Don is not worth it. If I were to ponder away trying to figure him out, I would be behaving as pathetically as he is. Only because you asked, I will try to briefly answer you. In my opinion, The Don was either influenced by one of my many corrupt subjects to detract the good work at ANP, or he was a decoy who was against me the entire time and turned as a part of some ridiculous and unnecessary plan. It is also my opinion that he has some emotional hang-ups that made it impossible for him to debate with ANP without the process taking on the characteristic of a vendetta or war.

    Joe, it’s me (Teets) back from the dead (LOL). My boss
    suspended my internet access at work, temporarily. My stupid boss caught me
    bickering with some other people on a ‘disco sucks’ forum, meanwhile he was
    monitoring my computer activity from the secrecy of his office. As a
    consequence, my boss disabled my web browser for 16 weeks, unfortunately. I’m
    still pissed at my dumb boss, of course. He yelled at me in front of the entire
    staff (his face became red), and everyone was cracking up like a bunch of
    laughing hyenas, embarrassingly. My boss read me “the riot act.”

    I just so happen to have a story to share about none other
    than the Chicago mafia—aka the Chicago Outfit. A while back, I was at the movies.
    Normally, the movies are pure bliss to me. (God bless the movies.) But this time
    I drank too much of my cherry slush and halfway through the show, I had to
    get up, walk down the aisle (excuse me, pardon me, sorry…), and head for the
    bathroom. Just as I was about to enter the Men’s Lavatory, some little kid
    rushed out and almost bumped into me. (Watch where you’re going…)

    But who was standing behind the kid? None other than one
    Salvatore “Solly D” DeLaurentis. Joe, I’m sorry to break it to you, but
    Solly D looks a lot different nowadays. Sadly, he no longer has the map of Sicilia
    (Sicily) on his face. Solly D took one glance at me and said, “you gotta
    problem, pal?” I said “nope” and then I rushed past him because I had to “wiz” like a boss. Solly D probably
    mistook me for a pervert or kidnapper, unfortunately, and the kid was probably
    his grandson or even some orphan from one of those Big Buddy
    programs. (Solly D would make an amazing Big Buddy to some poor orphan, to say
    the least.)

    Later, our movies ended around the same time and as fate
    would have it, Solly and I almost reconnected with each other in the lobby. Solly D and
    his group were in a hurry to leave, but I noticed they were stuck near the
    crowded “EXIT.” Interestingly, they were also stuck near this loud group
    of knuckleheads who were shouting abuse at each other and
    yelling crude remarks about passing gas (aka
    farting). All of a sudden I detected an
    appalling smell (extremely foul odor) that soon filled the entire lobby.
    It was worse than the smelliest stench in all of India, most likely.

    Here’s
    what impresses me about guys like Solly D. He did not
    giggle or even crack a smile once and neither did the kid, to
    my surprise. (Solly coached him well, obviously.) I was astounded by
    this because I was
    laughing hard at the situation. Luckily, I was also using my hand to fan
    the odor away from my nostrils. But Solly D was ALL business.
    He had no time for laughs or funny gestures while leaving the theater,
    to say
    the LEAST.

    Look, Joe. You’ll get no argument from me that Solly D
    enjoys comedy, in as much. Lee wouldn’t
    associate with guys who did not have a sense of humor. But if there’s one thing
    Solly D despises more than anything, it is a spectacle. He hates large-scale
    public displays of any kind, and the same goes for ALL Outfit guys. At the movies, those stinky
    chuckle-heads were making spectacles of themselves, and Solly D and his
    companions would not indulge them in the LEAST. (All of a sudden, my mind
    flashed to an alternative scenario where Solly D and the kid beat these smelly
    clowns to a pulp while shouting abuse at them in Italian. Maybe that would
    have happened 20 to 25 years ago.)

    Tragically, this encounter was a lost opportunity to get the
    scoop on some pressing Outfit-related issues that I have. I wish I had the
    courage to ask Solly D whether Vic (Tartan) was present when Lee died,
    or if Marco commanded Vic to wait outside in the car, instead. I feel
    like ANP’s readers never got a straight answer to this question several months
    ago. It puzzles me, to say the least. Regretfully, I blew my chances with Solly on
    this occasion. (My gut tells me that Marco said to Vic, “Get outside right
    now!”)

    Just
    when I thought I was done researching the Outfit, I
    still sometimes end up using nearly all of my energy focusing on Lee,
    Marco, Vic, and
    Solly D. Unfortunately, I sometimes get exhausted thinking about them.
    Marco
    and Solly are all that remain, to this very day. And frankly, I’m
    getting tired
    of seeing so much of Marco around town, smoking his electronic
    cigarettes and
    drinking coffee from stacks of paper cups. I feel like I can’t go
    anywhere without bumping into Marco. He haunts a lot of different places
    up and down Cermak
    Road in the suburbs, for your information. It’s almost as if Marco “the
    Mover” D’Amico is your average old
    man, unfortunately. The word I’m look for is ACCESSIBLE. Marco is
    accessible, to say the LEAST (these days).

      I love your site. However, I do miss the days when it was an open forum. Many a Friday would roll around and everyone would be posting back and fourth with one another. It was fun and many people had great conversations that anyone could be part of. But above all else, it gave me something fun to do when I was bored. Have you ever considered opening the threads for an hour or two every Friday night so that people could come on here and just chill? Sort of like an ‘ANP happy hour’ if you will. You could still easily moderate everything. Please give it some thought.

    Be sure to read the two documents for which links are provided in the article itself. You get to read Nick Calabrese’s heretofore unpublished testimony about Rudy. Apparently, Rudy & Greedy Petey were made at the same ceremony in 1988. The other document contains transcripts of Rudy referring to himself as “the boss.” An unnamed Chicago attorney is somehow involved in the scheme, as well.
