According to conversations heard in Chicago’s infamous Counselors Row restaurant, Deputy Commissioner O’Connor was seen by the old First Ward as part of the conduit between the late Mayor Richard J. Daley and key operatives of the Chicago Outfit’s Chinatown crew, helmed by Angelo “the Hook” LaPietra. Therefore it should not be a surprise that the Outfit’s Chinatown crew, who were mostly Italians that grew up around Chinatown on 26th and Wentworth Avenue (10 blocks from the City of Chicago’s city facility in the mighty 11th Ward), had numerous members and relatives on the City of Chicago’s payroll under O’Connor Sr.
Unfortunately for the City of Chicago, the Chinatown crew didn’t know much about cleaning streets, as their expertise pertained to stealing, killing, gambling and handing out high interest juice loans. This was not a big problem, though, because these were mostly “ghost jobs,” which are jobs that do not require one single responsibility. In most cases a ghost employee doesn’t even have to show up at work.
My father once told me that all gangster LaPietra had to do was pick up the phone, call O’Connor Sr. and the Outfit beneficiary received a ghost job for the City of Chicago. Aside from catering to the Chicago Outfit, the late Pat O’Connor had, according to a source, several of his loved ones employed with the City of Chicago in ghost jobs as well.
Like father, like son, apparently.
So next time you hear 40th Ward Alderman Patrick O’Connor claim he does not know anything about how his family received politically-connected jobs, please consider who groomed him for public service.

After writing this article it should also be noted that a key figure in the hired truck scandal also worked with Paddy O’Connor Sr at 37th and Princeton. Nick LoCoco was killed after the scandal broke . “Sticks” LoCoco made $90,000.00 with a Hired Truck that never existed. LoCoco was also shot (graced his head) at that same facility for shaking down a City Worker…..That same worker had his car burned by “THE SHIEK”.
