Late Don Stephens Rolls Over In His Grave As Des Plaines Mayor Publically Celebrates With Chicago Outfit Bookmaker

Mayor Moylan replied by asking if I had been to Carl Dote’s new restaurant in Des Plaines called Cuzzin’s. I told him no. His Honor advised me that Dote is a great person and that I should try his restaurant. His Honor stated he has been to the restaurant himself and recently celebrated the grand opening with Dote and a number of other Des Plaines officials.

Thank you, Mayor Moylan, for providing the inspiration to write this article.

His Honor further explained that Carl Dote had spent time in prison for gambling-related crimes and that he and his brother, Tony Dote are DiFronzo’s men. The mayor improved my story when he disclosed his awareness of the Dote family secrets, while continuing to promote the restaurant that is located in his town. One might ask, “Mr. Mayor, do you have a personal interest in Dote’s restaurant?”

Moreover, Carl Dote collaborated with former Melrose Park Police Chief Vito Scavo a few years ago in a business venture called Danny’s Deli, in Melrose Park, Illinois. As readers of KTF Media Group know, Scavo will be sentenced this Wednesday on corruption charges that pertained to his former position as police chief.

I did not know the late Don Stephens personally, but I sure can relate to catching a bum rap. The late Don Stephens’ town Rosemont is the most worthy town in Illinois for a casino license. Instead, Prandini and Moylan are the ones that meet the approval of the Illinois Attorney General and the Chicago Crime Commission, which is why they are granted a casino license. Supposedly, the Outfit has no connections to Des Plaines.

Politics are very unusual in Illinois, which is why I am now working on a book exploring all the dark corners of Cook County politics. Stay tuned.

  1. What cracks me up is I think the casino will literally be a block outside of Rosemont at River and Devon. These politicians and media are acting like Rosemont is Chernoble or something and Des Plaines is a town a thousand miles away.

    If you visit Carl Dote’s website, you will see that a video is on display. First, you must click on the ‘news & reviews’ button located at the left margin of the home page. Next, click on the arrow located in the middle of the video screen (not the link below it). Be advised, it is easy to get distracted from the interview because the voice of the interviewer is nearly impossible to hear throughout most of the interview. I found myself either focusing on Carl Dote’s (Dote with a D and Carl with a C) blubbery chin shaking up and down and back and forth, and the unpleasant site of his teeth and mouth, especially his tongue – Yuk mouth. In fact, Carl and Paula both should never mention their dentist’s name, as he or she will be sure to lose business faster then Tylenol did after the 1980’s poisoning epidemic. Whatever you do please keep the video in its small version, as enlarging it could be hazardous to your eyes.

    Your observation about the braces reminds me of something.

    Did you ever notice that Joey Aiuppa’s nose resembled a pockmarked penis?

    He also wore a little Pinocchio hat, a womanish blue windbreaker, and clunky plastic aviator eyeglass frames (for PRESCRIPTION lenses). You know, casting my mind back, I also recall that Aiuppa often appeared on Chicago television dressed as I just described but also carrying a stick-style umbrella that had a classic wooden crook handle.

    Joe, I’m sure you’ll agree that if you or I left the house dressed in such an ensemble, we wouldn’t make it to the corner without getting either harassed by school children or stopped and questioned by the police.

    To your knowledge, do you know if Aiuppa ever provided an explanation for his appearance?

    (I’m surprised he was never reprimanded by his superiors for dressing like a man who had lost control of his faculties.)

    I don’t know anything else about Joey Aiuppa other than he was a mob leader and was supposedly an extremely cruel man whose reign was horrifically violent.

    I also understand that he was Accardo’s man. Giancana supposedly thought he was a crybaby from Cicero.

    If you would have asked me 2-weeks ago what I think Judge Gottschall will hand Scavo, I would have said between 10 and 16. However, Judge Gottschall seems to have sentenced some of Scavo’s codefendants to relatively shorter sentences than expected. I have a good source that tells me Scavo is anticipating a 5-year sentence. Personally, I think the lowest the judge will go is 6.5-years. We will see later today.

    Yes, Aiuppa belonged to Accardo, as did Cerone. Of course, the three aforementioned people murdered Giancana because Paul Ricca was dead. Aiuppa was a sadistic person from what I have heard. If anyone could have referred to Aiuppa as a crybaby, I guess it would be Giancana. Everyone I know would have been terrified to say anything like that about him while he was alive. He certainly could have used some of his fortune to by better threads. The ‘fisherman’ was a code name for him by Cerone and Accardo. Perhaps that is how he dressed, like an angler.

    in an earlier post you stated that fratto and cerone jr were posing as outfit leadership to out of town mobsters. Since the outfit is so secretive, none of these out-of-towners could confirm if this was true or not. My question is : since Chicago has a seat on the comission, wouldn’t whose in charge be a matter of record to most “families”? Thanks, love your site, keep up the vigilance.

    This is an interesting post. What do you mean by the Dote “family secrets” – are you referring to their connection to DiFronzo? That would hardly seem to be something to conceal, especially if you’re trying to drum-up business for your Melrose Park restaurant. Also, you say they are in fact “DiFronzo’s men.” This is true because there is plenty of information out there to back up your assertion. But are you implying that Carl Dote is still a racketeer?
    I also have a question about Joey Aiuppa and his alleged conspiracy with DiFronzo to murder Jack Cerone (Sr.) when he was released from prison. My question is, why did they want to knock Cerone down anyway? (When Aiuppa was released from prison he was very ill. If find it surprising that he’d care two licks about Cerone, let alone conspire to have him murdered.)

    Yes, I am referring to the Des Plaines Mayor’s assertion the Dote’s are connected to DiFronzo. Given the hard time Rosemont received for a much weaker argument they were connected, I am flabbergasted by Dote and his Mayors willingness to be as loud as they are being about the Dote family secrets. Why is the Illinois Attorney General ignoring these facts? If it were Rosemont, the AG would have held 10 news conferences, 5 investigations and the license would be revoked again. My main point is why Rosemont really lost the casino license. I do not believe the known reasons, which are Outfit connections. As I said, Des Plaines has stronger connections that are current, yet Des Plaines is in the clear. Go back to my article above and click on the hyperlink called ‘recently celebrated’, it will take you to the City of Des Plaines website, where you will find a photo prominently displayed of their mayor and several other city officials posing with convicted Outfit gambling agent Carl Dote (a DiFronzo cohort). And the Attorney General has her eyes closed. Readers, we now can see how obvious it is that Rosemont was cheated out of the casino, which was strictly political – worries of Outfit influence are no worries at all.

    I wish to clarify; Aiuppa’s conspiracy to kill Cerone is fact, not an allegation. It was known that the longtime instigating trouble maker, Jack P. Cerone, Esquire, was working his father up for several months prior to his release from prison, ignoring the signs of how sick he was getting, telling his father that Joey A’s restaurants (Rose Buds) and Johnny and Petie’s waste hauling business (D&P) were doing blockbuster numbers, therefore, old man Cerone should take those companies away from them when he comes home. Aiuppa simply hated Cerone because Cerone was nothing more than Accardo’s golden boy. Aiuppa had a tougher time coming up than Cerone did. Aiuppa was not happy about splitting his income with Cerone. With Accardo dead, Aiuppa was the man. He could do as he pleased. It was not difficult for Aiuppa to receive cooperation from DiFronzo and Andriacchi. Yes, all parties were aware of Cerone’s failing health. All of them were wishing that he would die as he had. However, a backup plan to murder him was put in to effect, in case his health improved. Cerone’s natural death was a pleasant surprise to the Outfit, not a big surprise, a pleasant one.

  15. Very interesting. So were Cerone (Sr.) and Aiuppa equivalents or was Cerone higher up on the Outfit food chain? You know, Cerone Sr. seems to be remembered for merely being Accardo’s crony; Joey Aiuppa had a much longer and more esteemed career as an Outfit boss. Not quite the legacy Cerone (or his son) would have hoped for.

    By the way, a DiFronzo-Aiuppa alliance seems like it was a very formidable and deadly one, indeed. Aiuppa might have been the most violent and feared (according to your previous commentary) Outfit boss since Capone, and DiFronzo’s propensity for viciousness has been widely recognized.

    I assume these two men got along OK, also.

    Cerone Esquire sure sounds like he has the capability of being a troublemaker. You stated that he instigated the extortion matter against you. If that’s the case, I’m sure the Illinois Bar would be in agreement that that’s unacceptable behavior for a supposedly honest lawyer. I’m glad you stood up to him. One wonders if it was insatiable greed that caused an already wealthy man to extort a suburban family, or if it was his own callous attempt at being an mobster like his dad.

  16. Word has just come down from Vito Scavo’s sentencing hearing. He has gotten six years, a 5,000 dollar fine and a 12,600 dollar restitution to Allied Waste. Forfeiture hearing was continued to Friday the 26th at 10:00 am. More information in an article to follow.

    Aiuppa was higher than Cerone, however they split the ‘kick’. Joe B always received a cut as well. Aiuppa and Cerone were friendly with each other – politics.

    I doubt the ARDC cares one bit about what Cerone has done to me, although I have not filed a complaint. It is probably too late now. Too much time has passed.

    Cuzzins applied for a liquor license. As a part of a liquor license, the city runs a background check. Dote’s conviction was not liquor-related, so the city had no reason to deny the license, but it would expose the conviction. Under Illinois law, the Mayor serves as Liquor Control Commissioner. Is it weird for the mayor to discuss this? Yes. But I would expect him to be aware of such an issue.

    Allow me to clarify.

    Dote is a convicted Outfit gambling agent. The nature of Dote’s criminal history is worse than if it were liquor related. I am not concerned with his liquor license eligibility, however, that should be looked in to as well. I am concerned about the City of Des Plaines’ carelessness in doing business with a criminal like Dote – someone convicted of gambling related crimes, which are associated with organized crime – Chicago Outfit. Des Plaines is about to be the home of a major gaming enterprise. Des Plaines should conform to the standard Rosemont was held to when it was decided that Stephens had questionable associations. I believe I have made it abundantly clear in my article that Des Plaines has a highly questionable association with Dote. What guarantee do we have that Dote will not have an influence on the city of Des Plaines in relation to the city’s connection to its gaming based enterprise? Dote is connected to people like John ‘No Nose’ DiFronzo – extremely connected.

    I am flabbergasted that a photograph of Outfit gambling agent Carl Dote and the mayor of Des Plaines sits prominently on the City of Des Plaines website as if nothing is wrong with it. If something like this occurred in Rosemont, the Chicago Crime Commission would have called for Stephens’ resignation.
    I would like to know what the Illinois Attorney General has to say. And if the Attorney General has nothing to say, I want to know why!

    It is total bias if something is not done about this situation.

    Today I was compelled to verify if Des Plaines conducted a review of Mr. Dote’s background to determine if he was rehabilitated or not. I spoke to the mayor’s secretary Donna. Donna indicated that Paula Dote is the sole owner of Cuzzin’s; therefore, a concern for Carl’s background is irrelevant. At which point I brought up the City of Des Plaines website mentioning that Des Plaines regards the owners as being Carl and Paula – according to the press release. In her immediate response, Donna slurred her speech as an impaired driver would after being curbed by an officer and questioned – citing that the press release simply contains an error – Paula is sole owner. I then asked Donna about the photo of the mayor and his officials associating with an organized crime member – Carl Dote. And I mentioned that the late mayor of Rosemont lost the casino license for similar associations. Donna explained that the photo was innocent and she cannot speak for her boss. My response was, “there is nothing innocent about a public official that is involved with a major gaming enterprise associating with a known gangster convicted of gambling crimes.” Donna ended the phone call.

    I would not be surprised if the press release is pulled from the City of Des Plaines website very soon, which is why a permanent snapshot of it is linked in my article on KTF.

He’s the one that’s a threat to local politics (if anyone is), but he’s not the one who opened any restaurants.

    Carl WAS described as a veteran “street man”, and was convicted of running a gambling enterprise. Maybe Carl has decided to turn his life around?     I am compelled to issue an explanation for my comments about the Dote’s teeth that was made in one of my earlier comments on this thread. Whenever the handling of food is an issue, I tend to be a stickler about good hygiene. The question I was wondering pertained to the Dote’s hygiene and how it relates to handling food. The comments I made were based on my opinion after seeing the video that is located on their website. I think they have bad teeth, which means bad hygiene.

    Joe is citing verifiable facts, though he could potentially run into to trouble if the Mayor denies having conversed with or even met Joe. It’s public information that the Dote brothers are Outfit guys–even if Carl has tried to turn his life around.

    What do you and your Gaming Commission think of the following?

    A business in the City of Des Plaines, (Des Plaines being the host of a major gambling operation), called Cuzzin’s, is owned by Tony Dote’s sister-in-law, Paula Dote.

    If you are unaware of the Dote family, Tony Dote is an enforcer for Marco D’Amico. And D’Amico is closely connected to Outfit Top Boss John DiFronzo.

    Cuzzin’s owner, Paula Dote, is currently married to a veteran “street soldier” for the Outfit that was once convicted of running an illegal gambling enterprise.

    Your Gaming Commission was very critical of Rosemont for extremely similar circumstances. We know what eventually happened to Rosemont’s eligibility to host gaming. Cuzzin’s to the Outfit is what D & P is to the Outfit – a company owned by the sister-in-law of an Outfit heavy. Could you imagine what the late Mayor Stephens would have been up against if D & P was located in Rosemont? I shudder to think about it.

    Of course, we know that the DiFronzo family owns D & P.

    Don’t be taken in by Joe Fosco. I very reluctant to say this, but I admit he is smart. He relies on his readers’ (and critics’) ignorance to achieve his objectives.

    (The truth is that I suspect most of his readers are uneducated and gullible who come here for the sexy mob grapevine. Sorry.)

    Joe knows I have not committed libel. If Joe followed-up on all his accusations of libel with legal action, he’d be living in a cardboard box because of all the counter-suits for frivolous litigation. Excuse the expression, but he wouldn’t have a pot to piss in under that scenario.

    I made no claim of certainty regarding his former status as being on the “periphery” of an organized criminal enterprise. I used the word “arguably”, which does not imply certainty at all. Besides, “periphery” means “to be on the EXTERNAL the boundary of an entity”, thereby disassociating him with the actual organization, if anything. Finally, I proceeded with a series of rhetorical devices that demonstrate that Joe is not a gangster.
    Of course there is also the statement: “Joe is not a gangster”, which he chose to ignore, obviously. Please consult today’s 11:00 AM (it is on this thread) comment if you don’t believe me.

    Joe, shame on you for referring to my father’s football squares for our FAMILY’s annual Super Bowl party as crimes. I demand that you take it back, Joe!

    I am considering drafting my own letter to the Governor, cc: Illinois Gaming Commission, as an unsolicited, hostile postscript to Joe’s letter.

    In my opinion, Joe’s letter is basically incomprehensible, and seems to contain speculative, unsubstantiated claims about Carl Dote’s restaurant having the potential to be a base of operations for the Chicago Outfit. (I said “seems” because Joe’s letter is not entirely clear, so I admit that I could be wrong about this. If I am wrong about this then the purpose of Joe’s letter eludes me entirely.)

    I understand that composing my letter is fundamentally unnecessary, as Joe’s letter is self-refuting. Joe openly states that both D&P and Cuzzin’s are owned by women with notorious last names–neither of whom are convicted criminals or members of the Outfit. Joe also fails to provide any evidence that Carl Dote and Peter DiFronzo are the actual owners of their wives’ business. Joe includes some irrelevant remarks about the Village of Rosemont and its late mayor, Donald Stephens. What, dear readers, is the purpose of Joe’s letter?

    Also be advised that I realize that my postscript will likely be ignored, as the Governor may well blow his nose in Joe’s letter, perhaps even place it in the restroom to be used as toilet paper.

    I suggest that in the future it would be a good idea for Joe to practice writing several drafts of his letters before mailing them or posting them on his website. Perhaps he could practice with some writing implements and materials that are more his speed, such as a paper plate and crayons.

    Just kidding. Joe’s proficiency with computers is evident.

    Readers, it seems as if Joe has been insulting your intelligence for a few years now, and it’s high time you stood up for yourselves.

    Just a quick question maybe you can help me answer. While I understand how the “kick” up the ladder goes to mobsters (soldiers to capo’s etc.). How are the profits divided up amongst outfit members? For example, profits from outfit controlled casinos worldwide; does the upper echelon (boss, underboss, consigliere etc. ) reap all the benefits or do all made members recieve a share? Thanks for answering my questions, I hope you don’t find them tedious.

    After reading Mayor Serpico’s comments in the paper yesterday, I have one question. Was Jan Schakowsky’s husband convicted of Chicago Outfit related gambling charges prior to doing business in a town that hopes to host a major (legal) gambling enterprise? The answer is no.

    As far as second chances go, Mr. Mayor, you did not feel Buddy Ciotti deserved a second chance when he was seeking employment in your town as part of the requirements of his release from prison. Perhaps it is simply that the morbidly obese stick together (or, are stuck together)?

    In the Mayor Serpico’s final comment, “I guess, at the end of the day, Carl will be judged on how good his food is,” Serpico is clearly unaware of Dote’s assertion that he “can’t even scramble eggs.”

    My opponent in court refused to call DiFronzo to the stand. In addition, the matter was worked out with out any testimony added.
